Rotherfield Parish Council is open and transparent in all its financial activities and ensures financial management is adequate, effective and has sound internal controls. The foundation to achieving this is our Financial Regulations which are reviewed each year.
The annual budget for the following year is discussed by Councillors and receives final approval at the January full council meeting. After expenditure is agreed and any expected income deducted, it leaves a balance required for the council to provide its services and deliver its Annual Plan. The balance required is called the ‘Precept’.
The ‘Precept’ is the part of your Council Tax bill that comes to Rotherfield Parish Council. All the Council tax is collected by Wealden District Council and is then distributed between East Sussex County Council (71%) , Wealden District Council (10%), Sussex Police and Crime Commissioner (9%), East Sussex Fire Authority (5%) and your local town or parish council (average 5%). For the financial year 2019/2020 Rotherfield Parish Council’s ‘Precept’ is £120,000.
The size of your property determines how much Council Tax you pay. Properties are put into one of eight bands, A being the lowest, and H the highest, with B and D being the average. In 2018/2019 Rotherfield Parish Council’s proportion of the whole Council Tax bill for a Band D property is £1986.40. This is a slight increase on last year of £0.15 per week/£0.67 per month due to the Council purchasing the GP Surgery.

The council receives assurance from external annual auditors that they are carrying out their duties responsibly and that appropriate accounting records have been kept.
The first Notice of Public Rights for the provisional Annual Governance & Accountability Return for 2018/19 is published here following approval at the Council meeting on 27th June 2019.
